ALBANY, N.Y. -- Senator George Winner has introduced legislation to require the state to provide refunds within 30 days after a taxpayer files their return. He says he has been pushing for the legislation since 2006 but now is the perfect time to have the measure passed.

"My constituents have been calling and emailing me expressing extraordinary outrage over this measure. I mean it's not the state's money, it's the tax payers money. The state is certainly outraged when they're not paid their dollars, so I understand their outrage and I don't think it's fair," Winner said.

Winner hopes the bill will move through the state senate and a vote will take place before the April 15 budget deadline.
