BINGHAMTON, N.Y. -- A proposition that caused some friction between Binghamton's mayor and city council passes.

Proposition one changes the number of council members needed to override a veto. The requirement will now change from six out of seven votes to five out of seven.

Mayor Matt Ryan argued there was no need for the change, but voters sided with the council, who argued that a reduced number of seats shifted the balance of power.

The proposition ultimately passed 58 percent to 42 percent.
