SOUTHERN TIER, N.Y. -- Congressman Tom Reed says he was pleased that negotiations were able to get done on the fiscal cliff, but the last minute politics is something he could do without.

As a newer member of the House, he says he's seen elected officials routinely wait until the last minute in the face of deadlines and crisis, but it's an attitude he's hoping to change.

Reed said, "I'm part of that new freshman class, now sophomore class that wants to be a voice of being preventive and proactive as much as possible. And I think that cultural shift is happening in the House, but it's an institution and it's going to take a little while for it to change."

Reed says following Tuesday's vote, he was most concerned about not getting a Sandy relief package passed, but after talking with the Speaker and House leader, he feels assured.

A vote is scheduled for Friday to approve $9 billion in flood insurance, then the remaining $51 billion will be voted on January 15th.
